Why Upper Secondary Level

Atagi (2002: 66) gave the reasons as follow:

  • There is an opportunity to rollout the learning reform along with expansion of the 12-years of free basic education;
  • there is a need for secondary school students to think creatively and analytically, as they prepare to enter the workforce or higher education;
  • There are limited resources, both human and financial;
  • the upper secondary school is a reasonable target group with 3,000 schools.
